Your Majesty King Christopher the I,
After much deliberation Uantir feels that we are not in a position to sign an official trety with Tellia. So new is our friendship we would like to wait until our people have spent more time with each other and our governments have co-operated more.
This, by no means, has any effect upon the friendship between our nations. Without treaty the Kingdom of Tellia is recognised by Uantir, Tellian citizens are welcome within our borders and relationships will continue. We will revisit the treaty once we feel that our countries and citizens have developed a partnership.

This is fine, although it seems a bit isolationist.

Possibly, and if it so than I can't disagree or be ashamed. It's cautiousness that my country feels necessary, and I as their King cannot in good conscience go against their sentiments.

I understand. It is not common practice, on the other hand, to deny such a basic treaty of friendship. If I am not mistaken, I removed the military support clause to make it more acceptable to your nation.
